The European Union (EU) of
25 Member States has a population of 475 million and an annual budget of
€100bn. Although about 40% of its budget is earmarked for financing
agricultural subsidies, the rest is allocated for funding
a wide range of projects: road infrastructure, transport, energy,
environment, waste management, vocational training, cultural & civic
promotions, telecommunications, information technology, research &
development, development assistance to poor countries, education, health
and other fields.
The European Parliament
deliberates on budget lines for various fields and appropriate allocations
depend on the quality of information that is offered to key Members of
Parliament who determine the voting outcomes of Parliamentary Committees
and the Plenary. Legislation passed by the European Parliament impacts
directly on costs and working conditions of many businesses, including
those who are self-employed. Environmental legislation, especially waste
management, has a direct impact on local government in each Member State.
It is crucial for all such stakeholders to influence both the parliament
and the Commission to ensure measures that are based on cost impact
benefits.
The European Commission,
tender regularly for purchase of goods and services. It is essential for
potential suppliers to have early information regarding projects, accurate
assessment of the needs of the EU and appropriate credibility registered
with the Commission to win such EU tenders.
The EU is the largest donor
of development aid to poor countries and both the Commission and the
Parliament need accurate and analytical assessments to reach efficient and
sustainable decisions on appropriations of EU funds earmarked for this.
The European Investment
Bank (EIB) and the European Bank for Reconstruction and Development (EBRD)
offer substantial finance for a wide range of projects and those engaged
in managing such projects need regular contact with these institutions.
The Centre for Development
of Enterprise (CDE) based in Brussels is an institution jointly managed by
the EU and the African Caribbean Pacific (ACP) countries. It promotes
enterprise and technology transfer in the developing countries. The
EU’s Technical Centre for Agricultural & Rural Co-operation based in Holland focuses on projects to help
farmers and rural businesses in developing countries. Both these EU
institutions farming and rural enterprises making effective use of natural
resources to yield high value added goods
and services on a sustainable basis.
Therefore,
there is a need for business, industry, local government, professional
& trade organizations, NGOs and others to interact with the EU. A cost
